In a collaborative effort aimed at enhancing transparency and effectiveness in governance, the United States Agency for International Development (USAID) and the Akwa Ibom State Government have embarked on the validation of a Standard Operating Procedure (SOP) for the State Ministry of Information.
The initiative follows a two-day workshop held in Uyo, where Information Officers (IOs), journalists, and officials from relevant Ministries, Departments, and Agencies in the state came together to formulate the SOP.
At the conclusion of the workshop, the State Commissioner for Information and Strategy, Ini Ememobong, emphasized the importance of adhering to the SOP’s principles for achieving program objectives effectively.
Ememobong stressed the critical role of IOs in implementing the SOP, urging against its misuse and highlighting the significance of their mindset in ensuring its success. He further announced the ministry’s adoption of an upgraded information policy and the elevation of IOs to Information and Public Relations Officers to enhance their capacity and responsibilities.
Addressing long-term sustainability, Ememobong urged participants to ensure the SOP accommodates political and regime changes. He also mentioned ongoing efforts to digitize the ministry’s archives to facilitate easier access to information and streamline processes for IOs.
Expressing satisfaction with the collaborative process, Borve Paage-Imabel, Team Lead of USAID’s State2State Activity in Akwa Ibom, commended the state government’s commitment to the SOP’s preparation and validation. He emphasized that the document’s development involved active participation from all stakeholders, ensuring it aligns with local priorities and needs.
Paage-Imabel emphasized that the SOP should not be seen as an imposition but as a tool for fostering career growth and relevance for IOs. He encouraged the state government to take ownership of the document, underscoring its potential to support the ARISE agenda, which has become a benchmark for governance in the South-South region.
Nneka Acholonu-Egbuna, USAID State2State Activity Communication Specialist, highlighted that the current cycle of the SOP program aims to enhance the productivity of IOs in Akwa Ibom State. She noted that the initiative is scheduled to conclude in 2025, with the overarching goal of improving governance and public service delivery through standardized operational procedures.
The collaboration between USAID and Akwa Ibom State underscores a mutual commitment to institutional strengthening and governance reforms, setting a precedent for effective public sector management and accountability in the region.
